Matts War on Terror.

You are the armchair Commander tasked with starting a War on Terror. Your objective: eliminate all terrorists! You have at your disposal an unlimited number of remotely guided precision weapons, ready to launch at the click of a button. But while your weapons can hit any target within one square meter anywhere on Earth, those sneaky terrorists are good at hiding and you must rely on your Intelligence Services to provide you with their locations. The information gathered by the Intelligence Services can be false, misleading or contradictory. Fortunately, your Intelligence Analysts can give you a daily assessment of how confident they are that the incoming information points to the whereabouts of the terrorists.
Once you start the War on Terror, you can't afford to sit and wait for the highest confidence in terrorist locations. Those pesky terrorists are busy recruiting and growing in number, making them even harder to eliminate. 100% certainty in their location is not possible and you must be judicious about your military strike dates.
Even the most expensive weapons can go awry and inadvertently kill civilians. Terrorists use innocent civilians as political shields; so even the most confident attack can result in civilian casualties. Well, us Commanders know they're not innocent but it's the perception created by the media that counts.
It's important to keep the civilian casualties to a minimum as living friends and relatives could be persuaded to become active members of a terrorist group instead of simply aiding and abetting them, thereby becoming a hindrance to your objective.
Note that there is no 'stop' button. Once a War on Terrors starts, there is no stopping it. Note also you do not need to worry about casualties on your side. Your military strikes are staged remotely and the field operatives that gather your information are disavowed ghosts.
